Common causes
- The line is already in use
- The maximum number of concurrent calls has been reached
- No free channels on the trunk
- Call waiting is off and the user is on another call
How to fix it
- Check the concurrent call or channel limit on the device or trunk
- Add capacity if you regularly hit the limit
- Enable call waiting or a queue if appropriate
- Retry or route to voicemail
